Fixed Price Emergency Management Services Terms and Conditions

Eligibility:  These services are available to clients based within the State of Alaska and for work taking place within Alaska only.  Eligible organizations include local governments such as cities, boroughs, and school districts, tribal governments, and 501(c)(3) organizations.  Federal or State agencies, for-profit businesses, and other entities should contact Katmai Solutions for pricing.

Travel:  Unless specifically noted, these fixed prices do not include on-site work or travel.  Travel expenses are quoted in advance.

Payments:   A written contract is required prior to services rendered.  Costs are payable within 30 days of invoice data via check or electronic payment.  Credit Cards are not accepted.

Service Descriptions and Terms:

General EM Consulting

• Pay as you go and Prepaid:
  • • All time is billed in 15-minute increments
    • Prepaid hours must be used within 1 year of purchase, any unused hours will be forfeited.
    • Request for scheduling time is dependent on consultant availability and must be scheduled at least 48 hours in advance
    • Urgent or emergent scheduled hours (less than 48 hours notice) may be charged at a rate of 1.5 hours of credit per hour worked or 1.5x rate for pay as you go.
    • Prepaid clients may schedule additional hours beyond the prepaid time at the same rate

Planning

• EOP or COOP Review/Update Recommendations – $2500
  • • Review and update recommendations for an existing EOP or COOP document.
    • Update recommendations will provide a basis for a workplan necessary to fully update the document.
    • Minor recommendations may be ready for direct insertion into plan, major recommendation will likely need additional work prior to incorporation into the plan.
    • Estimated turnaround time is 30 days with timely feedback and responses to contractor requests for information.

Training and Exercise

• Real-World Incident Review & AAR (AK Form) – $1,200
  • • Document review and 2 hour facilitated virtual hotwash with key incident responders as identified by the client
• Half-Day TTX with AAR/IP (virtual) – $750
  • • Client will identify basic scenario information and up to 2 objectives/areas to evaluate
    • Client will identify and invite participants
    • KPS will complete development of scenario, facilitate TTX/hotwash and provide an AAR on the DHS&EM Form
• Half-Day TTX with AAR/IP (in person) – $1000 + Travel
  • • Client will identify basic scenario information and up to 2 objectives/areas to evaluate
    • Client will identify and invite participants
    • KPS will complete development of scenario, facilitate TTX/hotwash and provide an AAR on the DHS&EM Form
• Full-Day TTX with AAR/IP (in person) – $1500 + Travel
  • • Client will identify basic scenario information and up to 2 objectives/areas to evaluate
    • Client will identify and invite participants and provide appropriately sized location and audio visual equipment
    • KPS will bring electronic presentation materials (slide show, videos, etc.) capable of output to HDMI projector or Apple AirPlay
    • KPS will complete development of scenario, facilitate TTX/hotwash and provide an AAR on the DHS&EM Form
• Exercise Evaluation/Observation $500 + Travel per Evaluator/Observer
  • • KPS consultant will observe/evaluate exercise conducted by client and provide written findings based on client provided exercise evaluation guides and exercise objectives.

Grant Writing/Reporting Assistance

• Alaska Assessment – Initial $2000; Update $750
  • • Estimated turnaround time 2-4 weeks
    • Timely feedback/response to requests for information are critical
    • Copy of existing Assessment and Emergency plans are needed at time of purchase
• EHP Form Preparation – $250
  • • Estimated turnaround time 1-2 weeks
    • Timely feedback/response to requests for information are critical
    • Copy of grant project application is needed at time of purchase
• SHSP Application with 1 project $300; each additional project $100
  • • Estimated turnaround time 1-4 weeks
    • Timely feedback/response to requests for information are critical
    • 2-3 paragraph description of project and list of equipment and services to be procured is needed at time of purchase
